Incident controllers' course for local industry

Keywords: Freight transport, Hazardous materials

TTE Management and Technical Training have just completed a three-day course to train people from the chemical and road transport industries with the objective of co-ordinating the response to an emergency situation.

The Chemical Industry Scheme for Assistance in Freight Emergencies (CHEMSAFE) is the responsible body in the UK. Its voluntary members from the chemical and transport industries offer advice and technical assistance to the emergency services in the event of an accident involving dangerous goods.

The courses cover the requirements of the CHEMSAFE for levels 1, 2 and 3, emergency planning and logistics, the role of the emergency services and environmental agency; interpretation of the chemical data, transport legislation and table top exercises.

The climax of the course is a practical exercise on how to recover a chemical product from an overturned tanker - filled with water - and dealing with an incident involving packaged goods.

TTE's Incident Control Course Co-ordinator, Andy Taylor said "This unique course has been designed by TTE and focuses specifically on the role of the private sector. It highlights the measures an incident controller can take to minimise risk and deal with a dangerous situation in a calm and safe way".

He added, "We hope the course can encourage members of the CHEMSAFE scheme to take on more responsibility which is at present shouldered mainly by a few large companies. Tutors include specialists from industry, representatives from Cleveland police and fire departments, the National Rivers Authority and TTE's own staff who have worked in this field for many years".
