The Gulf Cooperation Countries (GCC) are among the world's leading oil and gas producers and exporters. The GCC countries are also among the highest energy consumers worldwide and domestic energy consumption continues to increase rapidly. Electricity demand is increasing particularly fast, which implies a doubling of the needed power generation capacity every 10 years. In the GCC (almost) all power generation is oil and gas based. Furthermore, the per capita CO2 footprint of GCC countries is among the highest in the world.

Engaging in a more sustainable development path and thus curbing domestic oil and gas demand will allow hydrocarbon reserves to last longer. However, efforts towards rational use of energy, energy efficiency, renewable energy sources and sustainable energy in general have been limited so far in the GCC and until recently there had been little interest in these issues. But past attitudes have started to change. Interest in renewable energy (RE) technologies (predominantly solar) is growing in various GCC countries.

The European Union (EU), as a major importer of hydrocarbons, but also a leading world proponent for climate change mitigation, has a well founded interest to cooperate with the GCC countries in addressing and successfully tackling clean energy issues. The multiple benefits to this approach include reduction of the greenhouse effect, prolongation of the duration of the hydrocarbon fuel reserves, the potential for diversification of gas supply to Europe and, in the long run, even the potential for the import of solar electricity from the GCC. In this context, the EU and the GCC regions are seeking to establish a long-term strategic energy relationship.

In the above framework, this special issue aligning latest practices, innovation and case studies with academic frameworks and theories, aims to provide energy sector analysis and information on critical parameters of EU-GCC cooperation on clean energy issues. We, therefore, seek high-quality papers that will contribute significantly on the analysis of EU-GCC cooperation on the aforementioned aspects.

Subject coverage

Examples of topics appropriate to the theme of this special issue, include, but are not limited to:

.EU & GCC state of play, in terms of framework of policies, legislation and measures, advanced technologies, research capability and best approaches for the development of co-operation activities.

.Comparative analysis of EU and GCC energy issues in the areas of technology and policy.

.Investigation of EU & GCC case studies, demonstrating technology or policy transfer for the following fields:

  • Renewable energy sources (emphasis on solar);

  • Energy demand side management and energy efficiency;

  • Clean natural gas and related clean technologies;

  • Electricity interconnections and market integration;

  • Carbon capture and storage.
