The United Nations Office for Disaster Risk Reduction (UNISDR), Senator Loren Legarda United Nations Champion for Disaster Risk Reduction and Climate Change Adaptation for Asia-Pacific, Chair of the Philippines Senate Committee on Climate Change together with the National Disaster Risk Reduction and Management Council (NDRRMC) are proud to announce Philippines Resilient Cities Award 2014.

This award, recognizes communities that have excelled in disaster risk reduction and climate change adaptation through compliance with various related laws, such as the Solid Waste Management Act, Disaster Risk Reduction and Management Act and the Climate Change Act, successfully implemented effective land-use planning and made necessary investment to reduce disaster risks, excellence in the adoption and implementation of the Ten Essentials for Making Cities Resilient, a ten-point checklist designed to help local governments assess their risks and initiate plans to improve their cities’ resilience. "In our continuous quest to build a safe nation, we must look at exemplary efforts so that we may enjoin other communities to strengthen their resilience as well. We want to show our local government units (LGUs) that it can be done – we can fight climate change and we can save our communities from the threats of natural hazards" said Legarda.

Applicants for the Philippines Resilience Cities Awards 2014 should be LGUs that must meet a set of criteria, foremost of which is adherence to the Making Cities Resilient Campaign; participants will be considered based on successful completion of the application form which includes the Local Government Self-Assessment Report.

Further consideration will also be given to efforts to raise awareness of disaster risk through successful organization and coordination between multiple-stakeholders and the mobilization of funding and other resources, as well as the implementation of educational programs and training, and efforts to protect ecosystems and natural buffers to mitigate floods, storm surges and other natural hazards.

The award winner will receive international recognition as role model city in urban resilience with a ceremony hosted by UNISDR and the Government of the Philippines, will receive a seedling bank from the Department of Environment and Natural Resources (DENR), national and international media coverage and will be featured in UNISDR publications. The successful entrant will also be invited to serve as a champion for disaster risk reduction, engaging with multiple audiences and other city leaders in disaster risk reduction efforts at forums and events.

Applicants for Resilient Cities Award 2014 may be a city administration or a local government. All applicants must meet the following criteria.

Application procedure

All applicants must meet the following criteria:

  • The applicant must sign up to the Making Cities Resilient Campaign and complete the application form with the Local Government Self-Assessment Report.

  • The applicant must provide a letter explaining why they should be selected for the award.

  • The applicant must provide two letters of endorsement from credible references, such as a government entity, academic or non-governmental organization, or professional institution.

The shortlisted candidates will be selected by an independent panel appointed by UNISDR, and the Philippine Government. Winners from the shortlisted candidates will be selected by an independent national jury and by UNISDR Special Representative of the Secretary General for Disaster Risk Reduction, Ms Margareta Wählstrom. The nominee shall not be subjected to any kind of discrimination on the grounds of nationality, religion, race, sex or age.

Recognition will be given to all entries that have submitted the application form or Local Government Self-Assessment Report and demonstrate a clear path toward improving resilience. Upon approval, these entries will be posted in an awards section of the UNISDR Making Cities Resilient Campaign web site.

About the Making Cities Resilient Campaign

The Making Cities Resilient Campaign, launched by UNISDR in 2010, is premised on three points: know more, invest wiser, and build more safely. Guidance on these principles is outlined in the "Ten Essentials for Making Cities Resilient", the building blocks for disaster risk reduction, developed in line with the five priorities of the Hyogo Framework for Action 2005-2015: Building the resilience of nations and communities to disasters. Agreement to the ten essentials forms the basis of a city’s commitment toward improving their resilience, and is the organizing principle around which fellow campaign signatories pool good practices, tools, resources and frameworks for reporting and monitoring of progress.
