Responding to increasing requirements for Safety Regulation in the Aviation Industry

The Irish Aviation Authority (IAA) and CSE-International Ltd have signed a Memorandum of Understanding (MoU) which aims to provide a “one stop shop” for safety management services to the aviation industry. These services will be delivered by leading experts to specific sectors of the aviation industry including system manufacturers; air traffic management service providers; infrastructure and centre developers; air traffic management regulators and the R&D sector.

The service will trade under the name of “ACCESS”, offering the industry ATM Safety and Capacity Solutions. ACCESS services will include:

  • the development and delivery of ATM safety case;

  • the delivery of safety management training; and

  • consultancy on the development and delivery of ATM systems.

The IAA has an ESARR compliant safety management system (SMS) and safety management manual (SMM), which are both approved by the IAA's safety regulator and defines safety case production. During 2004, through the successful application of its SMS, the IAA introduced CAIDRE 2000 (its 115m ATM System upgrade) both on time and within budget.

Commenting on the new alliance, Philip Hughes, IAA Director Commercial & Training said: “Together, the IAA and CSE offer a unique partnership. `ACCESS' builds upon the reputation and experience of two leading expert organisations with backgrounds in safety and ATM operations”.
