EUROCONTROL, the European Organisation for the Safety of Air Navigation, and the Federal Aviation Administration (FAA) have signed a Memorandum of Cooperation strengthening and expanding their ongoing cooperation.

The Memorandum of Cooperation was signed in Washington by Víctor M. Aguado, Director General of EUROCONTROL, and Ms Marion C. Blackey, the FAA's Adminstrator. It has as its objective to ensure the two organisations can cooperate closely in the promotion and development of civil aviation through the exchange of information regarding programmes and projects, research results and publications. It covers the fields of research, strategic analysis, technical and operational harmonisation, safety and environmental factors. It includes a series of common action plans on the latest technical advances.

“This Memorandum of Cooperation is an important contribution to our relations with the United States Federal Aviation Administration”, said Víctor M. Aguado, Director General of EUROCONTROL. “If you imagine transatlantic cooperation as a bridge over the ocean, this Memorandum is one way of adding extra lanes to that bridge – speeding up and improving the dialogue between the two continents”.

EUROCONTROL and the FAA signed a first Memorandum in 1986 which was updated in 1992. The new Memorandum is a significant step forward in that it places clear emphasis on the importance of interoperability of global systems.

The Memorandum creates the possibility for the execution of joint analyses, the exchange of scientific and/or technical programmes and personnel, the coordination of research and development initiatives and projects and their execution based on shared effort. The document also envisages the exchange and/or purchase of specific equipment and systems and the joint organisation of symposia and conferences.
