Europe switches ground radios to 8.33kHz above FL195

The ICAO mandatory carriage of 8.33kHz radio equipment above flight level 195 (FL195) in the ICAO EUR Region came into effect on 15 March 2007, EUROCONTROL has announced. The harmonized enforcement of mandatory carriage is a key mitigation action against the potential safety hazard of non-8.33- kHz-compliant aircraft entering the airspace where 8.33kHz channels are used.

“The majority of aircraft operators have met the mandatory carriage deadline; now it's the turn of the air navigation service providers to deliver on ground radio conversions,” says Paul Dunkley, EUROCONTROL 8.33kHz Deputy Program Manager.

Ground radio conversions from 25 to 8.33kHz are required to alleviate frequency congestion for air traffic control communications in the very high frequency band between 118 and 137MHz.

The main ground radio conversions are planned in Albania, Bulgaria, France, Greece, Ireland, Italy, Portugal, Romania, Sweden and the UK. In line with an implementing rule nearing completion for the European Commission, ground radio conversions are to be completed by July 2008.

The implementation of 8.33kHz above FL195 is the latest phase of EUROCONTROL's 8.33kHz Program, which began in October 1999 with the implementation of 8.33kHz above FL195. In response to a requirement from ICAO, EUROCONTROL is now developing an implementation plan for 8.33kHz below FL195.
