Managing the IT procurement process

Presents a process model of IT procurement developed by a working party of the American Society for Information Management. Shows that IT procurement has progressed from being an unstructured and inward-looking process, to being more structured with a recognition that it is necessary to look to the market to satisfy requirements. Argues that to do this a framework is necessary, and in this respect draws comparisons with the systems development life cycle. Outlines the importance of business process analysis and design, and shows how a framework for procurement was developed. Describes the modules in the model in terms of a definition, the subprocesses contained therein, and the key issues involved, with the modules falling into two groups: the deployment process consists of requirements definition, acquisition and contract fulfilment; the management process relates to suppliers, IT assets and quality. Ranks the key issues in the procurement process, showing the most important to be process management, design and efficiency. Finally proposes a five-point agenda for future efforts to improve the process.
