In Pennsylvania, Governor Tom Ridge announced his goal of more than doubling state aid for libraries over two years, from $30 million to $62 million. Philadelphia has one of the most impoverished library systems in the nation. The average that local libraries currently receive is $15 per capita, compared to the $20 per capita national average and the $30 average in the surrounding states of Ohio, New York, New Jersey, and Maryland.

In West Virginia the state legislature approved an extra $360,000 in funding for state public libraries, a clear sign that the state is responding to the crisis in their libraries. The legislature also added another $500,000 to the library commission's $1 million special projects budget.
