Purpose – Investigates how foreign direct investment training programmes can help small to medium-sized enterprises (SMEs) perform more effectively in foreign markets. Design/methodology/approach – Identifies some of the challenges facing SMEs as they attempt to enter foreign markets; puts forward how researchers have suggested that effective training programmes could help SMEs develop international capabilities and human resources. Looks at how proficient SMEs are in identifying their needs and devising training programmes to meet them. Presents a number of hypotheses including, among others, that the implementation of FDI-related training programmes is positively related to SME firm performance; describes the collection of training related data from SME owners/senior executives in Taiwan. Findings – Highlights how the development of human resources helps SMEs achieve effective firm performance; reveals how SMEs often experience difficulties identifying training needs. Research limitations/implications – Use in-depth interviews to collect more precise information; add more items related to training implementation.
