Rationalising the problem of youth unemployment

Abstract

I am honoured to be opening the first OECD Conference on Youth Unemployment. This Conference is an important mile‐stone because it reflects our mutual awareness that youth unemployment is a special problem, one that differs in its causes, magnitude and implications from the general problem of unemployment. The need to devote special attention to youth unemployment is an important recognition that will shape our deliberations this week.
