THE PLACE OF TRAINING IN REINVIGORATING THE ECONOMY
Abstract
I suppose it would be fair to say that we meet at what looks like the beginning of a slightly more hopeful economic situation. After a very long period of gloom and depression there are — and I think this would be agreed by many of the critics of present policy — some indicators that times are looking slightly better. But any degree of recovery must be seen as an opportunity but an opportunity beset with dangers. I want to have a quick look at what those dangers are and how they can be avoided by taking steps which need to be taken early in a period of recovery. Of course, if we leave it too late it will be remarkably difficult to take the steps which need to be taken to avoid the pitfalls that spring from that recovery. Before we do this, however, let us remind ourselves very quickly of what the elements are of the position in which this country finds itself; the reasons for the position, and therefore some clues as to the kind of policies needed if we are to take advantage of opportunities and to avoid the dangers.
