Abstract

In earlier articles in this series we have examined politics from several different points of view: as a communications system; as a system of human relationships and so on. We now come to that stage where it is possible to investigate politics as a management system. This means asking such questions as: what is the system trying to do? what means are available to assist in achieving these objectives? and how successful is the system in achieving its objectives?
