Investing in People: A New Direction for Boardroom Policy

(Director of the Manpower Services Commission in October 1981; he has been with the Manpower Services Commission since its beginning on 1 January 1974. He moved to the Commission from being Principal Private Secretary to successive Secretaries of State for Employment (1971–73). His first MSC post was as Director of Planning and Intelligence in the Training Services. In 1976 he became head of MSC's Planning and Policy Branch. In that capacity, he chaired the MSC's Working Party on Young People and Work. The report, published in 1977, was the basis for the Youth Opportunities Programme. Before becoming Director, Mr Holland was Director of Special Programmes with responsibility for the implementation of the Youth Opportunities Programme and the Community Enterprise Programme. He joined the Department of Employment in 1961. He now holds the civil service rank of deputy secretary, and was awarded the CB in this year's Birthday Honours.)

Abstract
The UK's dismal training record is compared with those of West Germany, the USA and Japan. The author then looks at certain questions that need to be answered by all companies in order to assess their commitment to training provision.
