THE BULGE — Progress Report Number 3: The Report and the Bulge
Abstract
1960—A VALLEY between the little bulge that is past and the big bulge yet to come. Though this should be a year for planning and preparation, the Crowther Report will tend to focus public attention on the late sixties. The Crowther Report sees through the bulge to a different world beyond, a world of scarce human resources. While this is undoubtedly a true picture, it serves no useful purpose, at this precise moment, to cloud the issue. My own fear is that consideration of the Crowther Report, the Albemarle Report on the Youth Services, and the Anderson Report on university awards will so crowd Parliamentary time that the serious bulge situation will be swept on one side in the excitement. And the extent to which this happens in Parliament will set the pattern over the country as a whole.
