“It must be remembered that many boys and girls from ‘B’ and ‘C’ streams in secondary modern schools have a history of failure in the educational system. It is not only that they have experienced failure at 11 plus, the whole process of education with its emphasis upon streaming has tended to create a feeling of failure among those who, through no fault of their own, find themselves in the lower streams…
