Abstract

Circular 10/65, issued by the then Secretary of State Tony Crosland, requested in strong terms that the local education authorities submit schemes of secondary reorganization along defined comprehensive lines. At the time the definitions of comprehensive reorganization seemed sufficiently broad to satisfy all but the most ardent critic of comprehensive schools. The vast majority of local authorities, many of which were Tory controlled, agreed and all but a handful submitted schemes. Last month Mr Short took steps to deal with this handful.
