A conflict of policies
Abstract
It seems certain that there will be no expansion of educational provision in Britain in the next several years. In particular the teaching force will not expand, and in some areas there will be redundancies. This is true not only of the schools, but equally of higher education — in the public sector at least. We must therefore do the best job we can with the human resources we already have, supplemented by a much reduced intake of new teachers and lecturers from initial teacher training or from other occupations.
