INTRODUCTION

Abstract

In 1995 the University College of Cape Breton signed a memorandum of understanding with the Universiti Kebangsaan Malaysia in which the two institutions agreed to collaborate in a number of ways, but particularly with respect to the study of development economics and community economic development.
