Abstract
The hunt for Homo Obstreperans — or bloody‐minded man — is one of the great sports of British industry. Ranking as a pastime with promotion politicking, character assassination and competitive ‘perk‐chasing’, it bids fair to rival that old classic called ‘blaming the Government’.
