The EU has an opportunity to create more and better jobs in an economy of high growth and low inflation, says Commissioner Anna Diamantopoulou. Presenting recommendations on employment policy, she said there was no reason to regard high unemployment as the norm in any EU country. The Commission focuses on eight areas for action, with specific recommendations addressed to Britain on combating youth and long-term unemployment, skills and lifelong learning, equal opportunities and the modernization of public and private-sector organizations. The report covers tax and benefit reforms and promoting the service sector. The package includes draft employment guidelines for 2001 which propose setting targets for a range of employment-related measures, and call on EU member states to make specific commitments to develop strategies for lifelong learning.
