His Highness the Emir Sheikh Hamad bin Khalifa al-Thani yesterday issued Emiri Decision No. 15 of 2012 for setting up of a Primary Health Care Corporation (PHCC), which has been entrusted with the task of radically improving the level of basic health care in Qatar.

Among the salient features of this decision consisting of 18 clauses are:

    The PHCC will function under the aegis of the Supreme Council for Health.

  2. 2.

    Its jurisdiction will extend over all the primary health centres and its allied units.

  3. 3.

    It shall ensure the availability of the required medical and administrative cadre to run the centres and provide proper health care for the society at large.

  4. 4.

    All patients should be provided with short- and long-term healthcare.

  5. 5.

    Abide by international standards of healthcare and organise periodical health campaigns for increasing awareness among the public on the need to be health conscious and achieve quality living.

  6. 6.

    Co-ordinate and co-operate with all the local, regional and international bodies dealing with primary healthcare.

The PHCC shall be headed by a director general to be appointed by the executive committee of the SCH. The committee may if necessary also appoint assistant director generals.

The director general shall be responsible for the technical, financial and administrative affairs of the PHCC. He shall draft suitable byelaws for the smooth functioning of all the Primary Health Centres and prepare the annual budget with effect from April of every year to March of the following year. He shall submit proposals on suitable charges to be levied from the public for the services rendered.

Preparing periodical reports on the PHCC’s activities for submission to the SCH will also be the responsibility of the director general. The director general shall represent the PHCC in the courts of law and in any third party matter.

Neither the director general nor any employee of the PHCC shall have any personal interest directly or indirectly in the implementation of contracts and agreements on behalf of the PHCC.

The PHCC will derive its revenues from the following sources: financial grants from the SCH; proceeds from fees for various services; and donations and grants with the approval of the SCH.

The SCH shall appoint an auditor to conduct yearly auditing of the PHCC’s accounts and submit the report accordingly to the SCH.
