Where do the gains come from (1)?

The Finnish Information Society Council, chaired by Finland’s Prime Minister Matti Vanhanen, published a report earlier this year (its second report since being established) and suggested that – surprise, surprise! – according to empirical evidence, productivity and efficiency can be improved by the utilisation of information technology but that technology alone cannot guarantee results. The introduction of technology must be accompanied by a comprehensive reform of the existing procedures. Now, what if we all did those reviews and improved our procedures, but did not introduce the technology. How much of the potential gain would we realise. If only we could answer that question?
