In 2002, former Democrat leader, Ms Stott-Despoja was the first person to introduce legislation to the Australian parliament for government-funded paid parental leave. Despite being defeated, the bill was endorsed by the Productivity Commission.

Finally, the proposal has worked its way back through the system and onto the statutes, though not without significant opposition from those who believe it will negatively impact on productivity.

Employer groups have criticised the scheme as unnecessary red tape and a heavier workload for small business owners, who will distribute the payments through their payroll systems from July. Until then the government will make the payment directly to parents.
