Socrates II-Grundtvig is the EU's programme to promote European co- operation in education affairs. It is intended to lead to greater staff and student mobility and better use of communication technologies. Applications can be made either directly to the European Commission (for centralised programmes) or to national agencies. The new Leonardo da Vinci II programme is the corresponding programme in the field of vocational training (VT). Its objectives are:

improving the skills of people (especially young people) in initial VT;
- •
improving the quality of continuing VT;
- •
lifelong acquisition of competencies and the use of VT to promote innovation; and
- •
competitiveness and a sense of initiative.
All projects involving mobility will be selected on a decentralised basis, at national level in the participating countries. The new European youth programme comprises the former Youth for Europe and European Voluntary Service. It aims to create a greater sense of solidarity among young people, teach them active involvement in the European ideal, and encourage a spirit of initiative. It consists of four strands:

1 European Voluntary Service (voluntary work in public services);
- 2.
2 Youth for Europe (exchange arrangements);
- 3.
3 Opportunity for Youth (projects); and
- 4.
4 joint actions and accompanying measures such as better information for young people.
