At a recent European Conference devoted to an examination of the methods and means for achieving a persistent culture of excellence and best practice the barriers to these enhancements were articulated by one of the principal speakers in the following way:

In many countries the ability of institutions and business to adjust to the new globally competitive environment is curtailed by inadequate infrastructure frameworks and lack of know-how. A fundamental reorientation of structures and practices is required and concerted efforts are required by all parties both public and private to overcome constraints.

Following this theme and the two previous national perspectives on learning management development dynamics in issues 5 and 6, I introduce in this issue an emergent national perspective on factors driving changes to the profile of “high achievers” in France.
