This report was written by the New Economics Foundation to inform the Carnegie Trust’s work in exploring the relationships among civil society, social justice and climate change. It is estimated that there are currently between 2,000 and 4,000 community-based groups working on climate change, either to raise awareness, stimulate practical action or provide spaces where people can discuss the challenges posed by climate change.

The report explores the responses to climate change of citizens and civil society associations, and considers how civil society associations could improve citizens’ responses, features of these responses that could in turn serve to strengthen civil society and factors that may inhibit such strengthening.
