Abstract

Higher education institutions (HEIs) are participants in and creators of internationalization, which the COVID-19 pandemic significantly interrupted and altered. The research presented here examines ways the COVID-19 pandemic impacted, impacts, and will impact prior, contemporary, and future internationalization in higher education worldwide. The themes of (1) leadership and policy, (2) mobility and experience, and (3) learning technology guide the discussion and suggest provocative questions arising from a review of the chapters in this volume. The authors also propose a framework for examining the COVID-19 pandemic’s effects on higher education internationalization, which considers the intersection between time (pre-, peri-, and post-pandemic) and level of activity (micro, meso, and macro).

Part 1: Higher Education Leadership and Policy in Times of Crisis

Abstract

While there is research that has explored how institutions have responded to various crises, these are usually locally or regionally situated. However, no event has impacted higher education globally like COVID-19 and it will certainly alter the way top administrators lead and how institutions move forward. Thus, this chapter will explore how to better understand how presidents and top administrators navigate the (inter)national geopolitics as they move the institution forward. In addition, clear and up-to-date communication has proven to be important in battling this crisis. Thus, how presidents at national universities have communicated with students, faculty, staff, and various off-campus communities members regarding COVID-19 and how they have achieved is important to explore. Our findings suggest that presidents and top administrators need to build support to help them navigate the political roadblocks they may encounter. Findings also suggest that communication is the main role they play as leaders on their campus. On/off-campus community members see the presidents as the face of the university and key communicator as relates to communicating what the institutions is doing and how they are addressing the crisis. This chapter helps in better understanding the roles presidents and top administrators play during a global crisis.

Abstract

The outbreak of the SARS-CoV-2 (COVID-19) pandemic has caused significant disruptions to academic activities in educational institutions across countries of the world. In the context of transnational higher education (TNHE), the pandemic has led to major shifts in face-to-face teaching and learning, students’ support services and student engagement. While a number of scholarly studies have examined the effect of the pandemic on education provision across different educational levels, not much has been done to address existing gaps in how academic leaders could support the transformation of the TNHE sector to respond to current disruptions. In order to address these gaps, the current study adopts a case study approach to examine the complex and evolving academic leadership roles in TNHE institutions in Ghana with respect to remote teaching and learning and virtual team activities. The current study addresses the following questions: What academic leadership approaches are essential to developing innovative practices in host TNHE in order to meet the learning needs of students during and after the pandemic? How can transformational leadership approaches interface with institutional theory to provide new direction for transforming TNHE during and after the pandemic? How can academic leadership roles support the transformation of TNHE during and after the COVID-19 pandemic? As a major contribution for addressing gaps in academic leadership roles in TNHE environments especially during COVID-19, the current study proposes an eight-component transformation model. The study concludes by arguing that the challenges facing TNHE especially during the current period of disruptions will require a transformative and innovative academic leadership approach that would ensure that education delivery addresses current and future students’ learning needs.

Abstract

The University of North Texas (UNT) has a long-standing partnership with the University of Magallanes (UMAG), Chile. This partnership is unique due to the wide expanse of its activities and connections to the local, regional, national, and international contexts. Moreover, this mutually beneficial partnership and its accompanying and tangential activities and initiatives span student mobility, transnational research, academic partnerships, community engagement, and several UN Sustainable Development Goals. This case study will discuss the various aspects of the partnership, how it developed and flourished over the past 20 years, and the impact of COVID on initiatives to expand global collaboration. It is a fascinating study of how the research interests of two faculty members led the way for UNT to develop an interdisciplinary partnership with regional, national, and international recognition. In particular, the authors will analyze the key ingredients for success of the partnership along with lessons learned. The chapter also will examine how the pandemic created a new dynamic, discuss steps taken to mitigate its impact, and offer some predictions for future directions.

Part 2: International Mobility and Student Experiences Modified by COVID-19

Abstract

The flow of international students crossing borders to pursue educational opportunities has been significantly affected by the COVID-19 pandemic, causing higher education systems worldwide to consider the context and realities of global academic mobility before and after the health crisis. In this chapter, the authors will use primary data on international educational exchange to understand the effects of COVID-19 on internationalization in US higher education. This chapter analyzes international student mobility trends before and during the COVID-19 pandemic, drawing upon comprehensive evidence reported by thousands of US higher education institutions. The chapter then discusses how COVID-19 affected international student mobility to and from US higher education institutions, including supports provided to students and flexibility regarding virtual enrollment. It concludes with a synthesis of the immediate and possible long-term effects on global student mobility patterns.

Abstract

This chapter employs critical discourse analysis (CDA) to examine three key policy documents related to international education in New Zealand: The International Student Wellbeing Strategy (ISW), The New Zealand’s International Education Strategy 2018–2020 (IES), and The New Zealand’s Strategic Recovery Plan (SRP) for the International Education Sector. It asks, “How are discourses of international student wellbeing deployed in New Zealand’s international education policy documents?” The findings suggest that the actual targets of wellbeing in New Zealand international education policies were less the international students than New Zealand itself. I argue that discourses of international student wellbeing are instrumentalized in policy discourses to position New Zealand as a progressive and inclusive society and feed the competitive market dynamics driving the global international education market.

Abstract

This chapter discusses a paradigm shift in the internationalization of higher education (IHE) in relation to the impacts of the Covid-19 pandemic, redirecting the focus from a “competition” to a “cooperation” orientation in this process. The disruptions caused by the pandemic in physical academic mobility, often equated with IHE, enabled the switch to virtual mobility, including more academics and cooperation in the process of IHE. In order to illustrate and ground the discussion proposed here, this chapter describes a study carried out in a Brazilian public institution, using a mixed methods approach, combining bibliographic and document research techniques with the analysis of notes from staff meetings and class observations. The analysis of notes taken during classes and meetings held through virtual exchanges (VE) and/or a Collaborative Online International Learning (COIL) project, carried out during the pandemic in the university analyzed, contrasted with the bibliographic/document analyses suggests a paradigm shift from academic mobility (for a few students only), with a “competition” orientation with partners mainly from the Global North, to a more inclusive and cooperative process, with different languages and more universities around the world. The authors conclude that virtual and alternative approaches such as VE/COIL can foster the development of more inclusive Internationalization at Home (IaH) processes, with a “cooperation” orientation.

Abstract

This chapter explores the ways in which border imperialism, a concept widely attributed to Harsha Walia (2013), interacts with international postsecondary remote learning contexts to open opportunities to both extend and resist border imperialism. Historical and present contexts of border imperialism centered on Canada are consulted, uncovering a connection between technologies of labor and colonial power dynamics. Both temporal contexts serve to highlight the ways in which technologies of labor create a colonial power dynamic enacted through the usage of borders as imperialist tools. The body of literature concerning border imperialism is then reviewed to discern how remote learning contexts facilitate both resistance to and expansion of border imperialism. It is found that these contexts do support narratives of resistance to bodily racism and temporo-economic imperialism, however, in so doing also support neo-racism and unjust soft power dynamics within internationalization. The opportunities for resistance and expansion of border imperialism are then consolidated in pursuit of an ethical path forward with respect to the usage of new remote learning technologies in the context of internationalization.

Abstract

This chapter presents findings from a qualitative study conducted among students from Germany, Hungary, Portugal, France, and Poland on their expectations and experiences of learning in two types of international mobility (physical and virtual) during the pandemic of 2020. The authors identified imprints of internationalization onto the students’ learning. They are of a binary nature and manifest themselves in the following dualities: Duality 1: Expectations (new life experiences) versus reality requirements (empowerment); Duality 2: Formal learning (at university) versus non-formal learning (outside formal environments as a part of daily life); Duality 3: Designing (the digital environment) versus reconstruction (the “old order” of university learning); Duality 4: Latitudes (choice of method, place, and time of learning) versus restrictions (staying at home and family responsibilities). Moreover, internationalization through student mobility programs simultaneously show features of some revolutionary changes and evolutionary transformations that have come about during the COVID-19 pandemic.

Abstract

The VTBound program was implemented at Virginia Tech to ensure international student enrollment despite travel and visa restrictions during the pandemic. The program was a partnership across academic affairs, student affairs, and admissions. Eighty-two first-year undergraduate international students from 19 countries participated in a full-time remote curriculum directed to their intended major (mostly engineering). Instruction was primarily asynchronous with synchronous office hours and recitations attentive to global time differences. Support mechanisms to maximize student success included dedicated academic advising and a customized first-year experience (FYE) course with peer mentors. The academic performance of and adherence to academic integrity standards by these students exceeded that of domestic and international first-year students on campus. Many VTBound students became engaged in co- and extracurricular programming while studying remotely. The greatest challenge was limited access to visa appointments and global travel restrictions necessitating a second remote semester for most VTBound students. Overall, the VTBound program demonstrates the value of a customized first-year transition program for international students and the potential to engage students for a successful semester of remote learning from their home Countries.

Abstract

The evolving COVID-19 pandemic has made multidimensional impacts on tertiary education, research, and skills development. Yet, no area of academic activity has been more disrupted than the international dimension. These effects are even more pronounced in Africa considering pre-existing challenges, dependence on Northern expertise and resource asymmetries. The scale of the pandemic demands global action, further highlighting the importance of internationalization and “third mission” activities to advance training, research, and innovation to address major STEM challenges. This chapter focuses on the internationalization experiences of the Skills for Employability program, a five-year (2016–2021), $8.5 million project supported by Global Affairs Canada and Mastercard Foundation to advance STEM education and skills development across Francophone Africa. By using the SFE program as a case study, the authors apply an international and comparative lens to critically examine the programmatic shifts which have taken place since the closure of in-person academic activities and suspension of international travel. A key element of this inquiry will be to unpack the institutional shifts which took place as a result of the network-wide lockdown, specific responses and strategies employed, as well as adaptive internationalization measures taken in response to COVID-19.

Abstract

College support and career development are two significant challenges international students encountered during the pandemic, and these two factors have an enormous impact on the internationalization of higher education. The data for this study came from the 2020 to 2021 administrations of the National Survey of Student Engagement (NSSE) that includes over 500 international students enrolled at over 120 four-year colleges and universities in the United States. These students specifically responded to an open-ended item asking them what they think institutions should do better to assist their academic achievement and career goals. This study takes an in-depth look at international students’ qualitative responses about ways that institutions could better support their preparation for future careers. Using theories of cultural wealth and ecological systems to understand the unique experiences of international students during the pandemic offers an opportunity to help students not just in times of crisis but more holistically as they continue to pursue their higher education experiences in the United States. Ultimately, the authors provide recommendations for higher education professionals working with international students to better support their students’ career development and overall college experience.

Part 3: The Mobilization and Acceleration of Learning Technologies in Response to COVID-19

Abstract

This study examines collaborative online international learning (COIL) programs implemented during the COVID-19 pandemic, and discusses the potential and significance of COIL during a global crisis. In the COIL-conductive environment induced by the pandemic, the author implemented four COIL programs with partner institutions located in different countries as part of his seminar courses at a Japanese university. COIL is an equitable and partnership-based learning format that effectively uses technological tools. The professors collaboratively designed joint sessions that attended to different learning styles, which led to an equitable intercultural experience. Technology provided students with the ability to control their learning environment, which helped them to actively participate in intercultural communication and collaboration. Through joint lectures, interactive sessions, and collaborative research projects, students developed global competency and a sense of bonding unabated by the global crisis.

Abstract

In Japan, virtual exchange and mobility are regarded as an emergency response to the COVID-19 pandemic and as alternatives to international learning through physical mobility. International educators express concerns that online international learning methods may fade away after physical student mobility resumes on a larger scale. However, it is crucial for universities to leverage newly developed online learning tools after the pandemic in order to offer inclusive international education which reaches the larger student pool who are unable to study abroad. Now is the time to reflect on how international education policy and practice have relied excessively on cross-border student mobility. In turn, it will be important to position ICT-based educational practices as an opportunity to create new value and meaning for international education in an environmentally friendly and low-cost manner in the new normal world. Also, in Japan, internationalization at home was not addressed to any great extent before the pandemic. However, there is an increasing awareness that ICT-based international education can effectively contribute to the expansion of internationalization at home. Adapting to the new normal situation requires a new modality of internationalization, and it will have a significant impact on the attractiveness of higher education in the country.

First, is the acceleration of digital education into the typical global health classroom. Second, is the integration of transnational networks and partnerships between intergovernmental organizations (IGOs), nongovernmental organizations (NGOs), and higher education institutions (HEIs) to create, adapt, and disseminate digital materials in fast-changing information environments. The chapter examines the potential positive and negative impacts of the proliferation of digital content created by IGOs and international NGOs that is being rapidly integrated into use in HEIs for Global Health. The growth of tools and access through these new partnerships may lead to increased access to global health information for professionals. However, these changes may have long-term implications for global health regarding equitable access to culturally appropriate and accurate information. Furthermore, there may be additional implications for equity, as the proliferation of tools may still leave out the most vulnerable that do not have access to digital platforms.
