Abstract

The White Paper A Plan for Polytechnics and Other Colleges was dealt with by Mr Goronwy Roberts, the Minister of State, DES, during a debate on the universities. The proposals were intended to bring about a significant measure of concentration of resources. There was no intention of creating a rigid pattern, irrespective of traditions and individual circumstances. The Secretary of State would not designate a college or a group of colleges for status as a polytechnic, whether by merger or federation, until there had first been full consultation with the Regional Advisory Councils and with the local education authorities concerned.
