About the Editor

Hai-Bin DuanAssociate Professor with the School of Automation Science and Electrical Engineering, Beihang University (BUAA), Beijing City, People's Republic of China. He received his PhD degree in control science and engineering from Nanjing University of Aeronautics and Astronautics (NUAA) in May 2005. He has got 11 accepted China Invention Patents, two China Utility Model Patents, five China Software Registrations, also published over 60 peer-reviewed papers and two books, including Ant Colony Algorithms: Theory and Applications (Science Press) and Bio-inspired Intelligent Computing (Science Press, in press). He was the recipient of “New Star of Science and Technology” of Beijing city (2007), “Excellent PhD Dissertation” of Jiangsu Province (2006), “New Talent of Blue Sky” of BUAA (2006), “Excellent PhD Graduate” of Commission of Science Technology and Industry for China National Defense (2005), nominating prize of “Ten Outstanding Youngman” of Jiangsu province (2004). He is the Founder and Editor-in-Chief of International Journal of Intelligent Computing and Cybernetics (IJICC), and Associate Editor or editorial boards for several international journals. He is(was) also the session chairs and program committee members of many flagship conferences, including IEEE CEC, IEEE SIS, IJCNN, and GECCO. He has finished more than nine projects, and he is currently the principal investigator of five research projects, including National Natural Science Foundation of China (60604009), Aeronautical Science Foundation of China (2006ZC51039), and Beijing NOVA Program of China (2007A017). His current research interest mainly focuses on evolutionary computing, reinforcement learning, UCAV flight control and intelligent decision, computer control, and evolvable hardware.

It is a great challenge to bring a new journal into the world, especially when the journal aims to publish high-quality manuscripts in intelligent computing or cybernetics. Intelligent computing focuses on studying and understanding the underlying principles of natural computation, and how these principles can be adopted or modified to extend and enrich computer science and engineering. Cybernetics is the science of communication and control in society and in individual human beings. Algorithms, techniques and theories in these fields have been successfully applied to a wide range of complex problems. The objective of the International Journal of Intelligent Computing and Cybernetics (IJICC) is to facilitate collaboration between intelligent computing researchers and cybernetics researchers by presenting cutting edge research topics and methodologies in this emerging area.

This quarterly-published journal provides a platform to help professionals, graduates, engineers, academics, researchers working in the field of intelligent computing and cybernetics to disseminate information with high-quality peer-reviewed scholarly articles on a wide variety of issues, which relate to intelligent computing and cybernetics in areas such as computational intelligence, soft computing, fuzzy systems, neural networks, genetic algorithm, ant colony optimization, particle swarm optimization, evolutionary computation, hybrid CI algorithms, DNA computing, evolutionary logistics, adaptive computing systems, data mining and management, decision support systems, informatics, cognitive systems, internet/electronic commerce, knowledge acquisition and engineering, manufacturing systems, optimization, pattern recognition, socio-technical systems, intelligent control, nonlinear control, optimal control, predictive control, adaptive control, robust control, flight control, variable structure control, networked control, production control, motion control, evolvable hardware, fault identification, flexible manipulators, robotics, manufacturing systems, hybrid systems, real-time systems, virtual reality, etc. My recent discussions with several distinguished scholars indicate that there is a great need for such a journal.

In order to position IJICC as the most authoritative journal on intelligent computing and cybernetics studies, a group of highly valuable scholars have agreed to serve on the advisory board and editorial board. I am honored to have eight famous advisors: David B. Fogel (Natural Selection Inc., USA), Qidi Wu (Ministry of Education of People's Republic of China), Lawrence O. Hall (University of South Florida, USA), Diane J. Cook (Washington State University, USA), Christos G. Cassandras (Boston University, USA), Peter B. Luh (University of Connecticut, USA), Bo Hu Li (Beijing University of Aeronautics and Astronautics, People's Republic of China), and Tan Kay Chen (National University of Singapore, Singapore); three managing editors: El-Ghazali Talbi (Université des Sciences et Technologies de Lille, France), Xiufen Yu (Chinese Academy of Sciences, People's Republic of China), and Martin Middendorf (University of Leipzig, Germany). I am also delighted to have 31 distinguished editorial board members engaged in intelligent computing or cybernetics. They come from 19 countries or regions worldwide and 95 percent of them have editorial or Editor-in-Chief experience in international journals. With their service and dedication to IJICC, this journal brings substantial representation in the fields noted above.

Submitted manuscripts to IJICC may be general review (extensive reviews of established or emerging research topics or application areas), research paper (detailed discussions involving new research or applications), technical paper (detailed discussions involving new technical concepts and developments), conceptual paper (new useful ideas and brief pertinent comments of a technical nature), and viewpoint (letters to the editor about the journal or to authors commenting on previously published papers. In the latter case, the editor will give the authors an opportunity to respond). The journal also publishes special issues on subjects of increasing importance. Submission of a manuscript implies that the work has not been published previously and is not under consideration of publication elsewhere (except in the form of an abstract or academic thesis or partially presented in conference).

Keeping in view of the scope of the journal, we present to you the inaugural issue of IJICC, including eight manuscripts. I hope that our readers find the articles published in IJICC as informative and stimulating as I did, and I thank the authors for contributing their research to IJICC. I would also like to offer my special thanks to everyone who has been working hard behind the scenes of IJICC: our editorial board members who devoted their valuable time and thoughts to creating a high-quality resource for our intellectual community; our advisory board members who gave us much support and detailed guidance in the development of IJICC; Emerald publishers (especially Claire Jackson, Helen Evans and Michael Fang), whose experience has guided us from the beginning; Beihang University, whose support for us from the early preparation of this new journal; and the efforts of all the other support reviewers and persons who are involved in bringing out this inaugural issue. Without this dedication and diligent work, this journal would not have been possible. I thank you all for your continued support.

The success of IJICC depends directly on the number of quality articles submitted for review. Accordingly, I would like to request your participation by submitting quality manuscripts for review and encouraging your colleagues to submit quality manuscripts for review. One of the great benefits we can provide to our prospective authors, regardless of acceptance of their manuscript or not, is the mentoring nature of our review process. IJICC provides authors with high quality, helpful reviews that are shaped to assist authors in improving their manuscripts.
