Abstract

This article describes the development of community safety in France where policy and practice is moving from social prevention to a plurality of measures. There has been a de facto delegation to local authorities with consequences for power relationships and new posts. There is little public participation and some antagonism between key agencies that limits the functioning of partnerships. Nevertheless, there is some evidence of learning to act collectively.
