Quality, competition and contracting out: The Brent approach
Abstract
Describes the changes which took place in Brent Council between 1991 and 1993, and goes on to detail the impact on Arts and Libraries. Describes this in terms of the council′s total quality programme and its aim to become an “enabling” council. Outlines the benefits and improvements of this approach. Then goes on to detail Brent′s participation in the pilot projects set up by the Department of National Heritage to investigate the feasibility of contracting out all or parts of the library service.
