Report proposes national Systems Engineering Agenda

A new UK Research Initiative on Systems Engineering (RISE), to achieve and maintain the finest concentration of systems engineering research in the world, is one of the key recommendations of a report published on behalf of the Defence and Aerospace Foresight Panel.

The study was carried out by a working party led by the IEE, with support from the International Council of Systems Engineering and the Royal Aeronautical Society.

Representing industry, academia and government, the working party's remit was to analyse the current UK capability in Systems Engineering which had been identified by the Foresight Panel as a technology critical to the future competitiveness of the nation's defence and aerospace sector.

Other major recommendations from the working party include:

  • UK support for the move towards a common Systems Engineering process.

  • DTI funding and encouragement for a new Systems Engineering "benchmarking" focus.

  • Priority given to increase the number of MSC courses in Systems Engineering, under the Integrated Graduate Development Scheme, linking industry with academe.

  • A close, government supported, partnership of all those involved in the defence acquisition process, MoD, industry and DERA, to create a more efficient procurement enterprise.

  • The creation of a professional focus for systems engineering for the academic world.

The working party report also advocated a Network of Excellence, based on Internet technology, which would act as a support mechanism for all involved ­ from customers to contractors and from university research workers to professional bodies.

The working party concluded by recommending that the next round of Foresight should consider Systems Engineering as an across-sector subject, with the potential to assist in formulating solutions to a wide range of social, organisational and political questions.
