Purpose – Investigates how different types of organizational culture in Iran affect the development of public sector organization learning systems. Design/methodology/approach – Reviews the literature on organizational learning, and discusses the importance of learning organizations in business growth. Outlines four types of organizational culture: bureaucratic, competitive, participative and learning. Relates these to five dimensions of learning organization: personal mastery, improving mental model, building shared vision, team building, and systematic thinking. Selects two groups of Iranian public organizations for study, according to whether they are more or less successful, and conducts a descriptive-analytical survey of a total of 140 senior employees. Hypothesizes a positive link between the degree of learning organization development and both participative and learning cultures but a negative link between learning organization development and both bureaucratic and competitive cultures. Findings – Learning organization culture has the largest influence in shaping learning organization in the public organizations studied, followed by participative culture, and the type of organizational culture is found to have a significant relationship with learning organization development. Research limitations/implications – A comparable study of private organizations would be useful. Originality/value – Shows that Iranian learning public organizations need to develop programmes which improve organizational learning culture and to promote participative management and delegation of authority.Article type: Research paper ISSN: 0129-5977 Reference: 38AJ182
