Abstract

In the days before distributed processing the DP manager enjoyed a halcyon existence. He had control over users, control over data and he had a guaranteed operational revenue. The environment was predictable; all users came to him, he could decide which ones should have priority over others and he had a vision of his empire constantly expanding.
