Abstract

The way in which the FE service has so far served the Industrial Training Act is particularly relevant in any discussion on productivity because, as the two above quotations imply, there has been very little real increase in the day release of young people to the technical colleges since the inception of the Act. A productivity equation therefore may show very little against output in any simple model or balancesheet. What would the equation show in terms of input? Anything greater than a negative input means no increase in productivity. Now whilst this represents an over‐simplification, because many readers of this journal will be aware of the work that has been undertaken by the FE sector in connection with recommendations of the various industrial training boards, a rehearsal of some of the attempts by the FE sector to serve the needs of the Industrial Training Act will thus be in familiar terms and possibly more relevant to this productivity discussion.
