Great problems from little acornes grow

Abstract

At long last we have the Oakes Report — or to give it its proper title, the Report of the Working Group on the Management of Higher Education in the Maintained Sector. Many had hoped that it would provide a resolution of the long‐standing problems of the financing and control of advanced further education; but it is a sad disappointment, for it hovers uneasily between the localist and the centralist views of where power should reside in the system.
