Theory T — theory L: the principles of participative management applied to the training function

GEORGE HALL (Senior Development Officer Hotel and Catering ITB George Hall took up his present job as Senior Development Officer in the HCITB after resigning his appointment as Senior Executive Officer in the Civil Service. Concerned with training during the last eleven years of his civil service career he was, for six of those years, seconded to the Training and Education Division of HM Treasury where he led a small team responsible for the training of training staff. His decision to resign his established civil service appointment after 25 years and at the age of 50 sprang from a desire for the challenge his new job offers. Responsible firstly for the development of Training Officer Training — he has just drafted the Board's recommendations on the subject — he is now moving into the wider sphere of management development where he will be concerned especially with the training needs of managers and training officers responsible for management development.)

managing the human resource To the probably chagrin of many Scots the name McGregor will, for lots of us, be associated, not with a Scottish clan, but with a professor at the Massachusetts Institute of Technology who, in 1960, published a book entitled THE HUMAN SIDE OF ENTERPRISE. In it he set out to substantiate a thesis he had put forward three years earlier in an article carrying the same title. His thesis was that the theoretical assumptions management holds about controlling its human resources determine the whole character of the enterprise.
