Abstract

It is a common place that this country is passing through a difficult structural transition. Changes of far‐reaching significance which have been going on for many years are coming to a head. The field of employment is no exception. The combined effect of the changes is to outdate some traditional concepts and categorisations, not least ‘education’, the supposed preserve of the schools, and ‘training’, the supposed responsibility of employers.
