Operation Phoenix: An invitation to participate

Abstract

A Point of Strategy: It is necessary at this stage in the Phoenix study to define more clearly the strategy I shall be adopting from this point onwards. What I want to finish up with is some sort of policy blue‐print to apply in the immediate future which will lead us into tomorrow's world. This strategy blue‐print is to be seen as something to apply in the practical world of today, not some pie‐in‐the‐sky theory to apply in the distant future. What I have in mind is some guide lines for action right now — at this very moment.
