The Impending Bill on Industrial Training —The Certification Issue

Abstract

As with most of the issues to be included in the forthcoming Training Bill, the issue of certification of young workers sounds pretty straightforward and simple. Experience in the comparable field of driving tests illuminates some of the serious — perhaps crucial — problems we will have to face before a viable and worthwhile system can be introduced.
