Abstract

When the proposed regional employment premiums for the development areas were discussed in the Commons, the Secretary of State for Economic Affairs, Mr Michael Stewart, said that one advantage of the proposal was that by increasing the prospect of a job in the development areas, it made it more worthwhile to train men in the development areas. It made it much easier to ask a trade union to look with goodwill on accepting trainees into the industry if the union felt that the total amount of employment in the area was rising.
