The Crisis

Abstract

1968 has been for education the year of the Pig. Financially disastrous and socially destructive, it has ended in political stalemate — with the local authorities overwhelmingly Tory and the central administration seemingly impotent. The coming year threatens to be worse — with a reduced rate support grant and inevitably greater cuts in local authority administered social services that Mr Short's £55 million will not cover.
