Abstract

The Roman poet Horace wrote: “The mountains burgeon; a silly little mouse will be born”. Until recently, that might have seemed a fair judgment on the seemingly endless deliberations of the Council of Europe, UNESCO, and the Organisation for Economic Cooperation and Development about recurrent, lifelong, or continuing education. The terminological disputes, and doubts about the relevance of the difference in terminology to what actually happened, might have led the objective observer to wonder whether he had strayed into a quaintly‐surviving mediaeval disputation.
