Abstract

The education provision in most countries, and the UK is certainly a case in point, is front‐end loaded. A disproportionate percentage of public funds is invested in young people, and very little is available for mature persons. Education & Training believes the balance must be tilted with an increase in the funds for recurrent education. The case for such a shift can be justified for a variety of reasons, including the need to enable adults to become up‐dated and the fact that there will be more leisure with a shorter working week and earlier retirement. Hence the facilities available for people to enhance their professional and vocational skills must be improved, while at the same time there must be increased provision for cultural, creative and recreational pursuits.
