Abstract

It is just 146 years ago that Lord Althorp's Factory Act set legal limits to the working hours of children and young people. Its provisions were enforced by the appointment of Factory Inspectors with power of entry into the mills. Out of this children's charter in 1833 grew the Ten Hours Bill.
