Abstract

Five years ago Education & Training stated that it was time bureaucracy went on the pill to stop reproducing itself to such an alarming degree. The complexities of modern life are such that they require more and more people to devote more and more time to what may be termed life maintainance. Additional demands on time may include commuting longer distances to work on overcrowded roads or in overcrowded trains, longer waiting for the repair and servicing of possessions, and increased concentration on complicated tax returns and other items of State‐sponsored paperwork.
