Abstract

It could be argued that of all the resources available to any enterprise — people, money, equipment, property, information — it is people, the human resource, that is the most important. Of course, raw materials — in records management, the documents, the fiche, the tapes, the disks — are essential. But it is only by the efforts of people that the other resources and the raw materials can be transformed into achievement, and that the enterprise can succeed. Therefore, the effective management of people, their deployment, motivation, development and reward, becomes a critical activity in every organisation.
