Abstract

The governments consultation paper ‘Competing for Quality’ estimated that the number of local authority employees engaged in professional or technical activities was in the region of 250–300,000. A leaked PA Consulting Group report on the feasibility of extending compulsory competitive tendering to professional services estimated that the jobs of 120–150,000 people were at risk from the process of CCT.
