Abstract
The knives are being unsheathed, and sharpened no doubt, as the many, often antagonistic, lobbies in local government, rally in town and county hall for the skirmishes ahead. Now that the 1965 blood‐letting in London has died away to a trickle, or been channelled off to early and lucrative retirement, we are ready for the next drastic surgery, and this already shows signs of being more bitter and protracted than the London campaign for larger areas and, consequently, larger prizes are involved. It could well become the greatest upset of our time.
