S.J. Bailey (Steve Bailey is a lecturer in economics at Glasgow College — a Scottish Polytechnic. He worked for the Research and Intelligence Unit of Oxfordshire County Council, 1977–1979 and from 1979–1981 did research on local government finance at Glasgow University. He has published papers on the topic. He says that he “can honestly disclaim any affiliation to literate Tory groups, right wing economists or staunch defenders of Government policy. I'm simply a poor economist!”)

Abstract

Steve Bailey's article is a response to the invitation at the end of the August 1988 leading article “A Question of Ideology”. About that Green Paper it said “What else would you expect from a Tory Government?” — and lots more of course.
